The People Behind Public Service
Behind every effective public servant is an organization that helps ensure the right people are hired, developed, supported, and equipped to perform. In the City Government of Iligan, the City Human Resource Management Office (CHRMO) serves this purpose through specialized units that work together throughout an employee’s journey in government service.
Each unit has a distinct responsibility, but all share one goal: to build a competent, committed, supported, and service-oriented workforce for the people of Iligan.

CHRMO Management — Providing Direction and Leadership
CHRMO Management provides the overall leadership, direction, and coordination of the office. It ensures that human resource programs, policies, and initiatives are aligned with Civil Service requirements and the priorities of the City Government.
More than overseeing operations, Management connects the different HR functions so that recruitment, employee development, welfare, administration, and technology work as parts of one integrated HR system.

Recruitment, Selection and Placement (RSP) Division — Bringing the Right People into Public Service
Every strong organization begins with the people it brings in. The RSP Division plays a critical role in attracting qualified applicants and facilitating fair, merit-based recruitment, selection, and placement.
Its work helps ensure that positions are filled by people whose qualifications and capabilities match the needs of the City Government. By strengthening the entry point into public service, RSP contributes directly to the quality of the workforce that serves Iliganons.

Learning and Development (L&D) Division — Building Capability for Better Service
Appointment to government service is only the beginning of an employee’s professional journey. As responsibilities, policies, and public expectations evolve, employees must continue to learn.
The L&D Division helps strengthen employee competencies through learning opportunities, training, capacity-building activities, and professional development initiatives. Its importance goes beyond individual growth: when employees improve their knowledge and skills, the quality of public service improves with them.

Welfare Division — Supporting the People Who Serve
Employees perform best when they know that their well-being and contributions matter.
The Welfare Division supports programs and services concerned with employee welfare, recognition, benefits, engagement, and other initiatives that help create a positive working environment.
Its role reminds us that human resource management is not simply about managing personnel records—it is also about taking care of the people behind public service.

Information Technology Development Center (ITDC) — Transforming HR Through Technology
Modern public service requires modern tools. ITDC supports CHRMO's digital transformation by developing and maintaining technology solutions that make HR processes more accessible, efficient, accurate, and responsive.
From employee self-service and electronic HR transactions to attendance and timekeeping innovations, ITDC helps transform traditional processes into integrated digital services. Technology therefore becomes more than an administrative tool—it becomes an enabler of better HR management and better employee experience.

CHRMO Administration — Keeping the Organization Moving
Behind every HR program is a significant amount of administrative work that keeps operations organized and functioning. CHRMO Administration provides essential support in records, communications, documentation, coordination, and other day-to-day administrative requirements of the office.
While much of this work happens behind the scenes, it provides the operational foundation that enables the different CHRMO units to perform their responsibilities effectively.
Different Functions. One Purpose.
The strength of CHRMO does not come from one division alone. RSP brings capable people into the organization. L&D develops their potential. Welfare supports them throughout their service. ITDC provides the technology that enables modern HR services. Administration keeps operations moving. Management brings all these functions together under a common direction.
Together, they help build the most important resource of the City Government—its people.
Because when public servants are properly selected, continuously developed, effectively supported, and empowered with the right systems, they are better equipped to fulfill what ultimately matters most: delivering quality public service to every Iliganon.
